YouTube comment moderation is the system of settings, automated filters, review queues, moderators, and creator actions used to manage comments on videos, Shorts, posts, and related channel surfaces.
Moderation can control whether comments are allowed, who may comment, which comments are held before publication, and what happens to individual comments or users.

Always Approve a User

Subscriber and Member Comment Restrictions
For an individual video, creators can limit commenting to subscribers and paid members.

Managing moderators have broader authority, but comment moderators do not receive general access to the channel in YouTube Studio.
